Harrow Sub-Aqua Club Constitution - Branch 0647
- Titles The title of the Association of persons interested in underwater activities shall be called the Harrow Sub-Aqua Club, a branch of the British Sub-Aqua Club and all members being members of the aquatic club.
- Objects To promote and organise all types of underwater activities.
- Management The management of the Harrow Sub-Aqua Club shall be vested in a Management Committee comprising: Chairperson Diving Officer Secretary Training Officer Treasurer Equipment Officer In addition the committee shall be authorised to co-opt up to four ordinary members to the committee to assist, but they will not have the power to vote at committee meetings. The election of the Diving Officer and the Training Officer is dependant on prospective candidates providing a CV of their qualifications and/or merits for the posts. These CVs are to be provided to members at or before the Annual General Meeting. The committee shall hold regular meetings and the minutes shall be available for inspection by any member of the club. For any business to be transacted by the committee, they shall require a quorum of at least four elected members.
- Annual General Meeting The Harrow Sub-Aqua Club will hold the Annual General
Meeting in the month of January, at which there should be 20 members to make a
quorum or 20% of the fully paid up membership, whichever is the smaller. The
business of the Annual General Meeting shall be:
- Chairperson's address
- Apologies for absence
- Minutes of the last Annual General Meeting
- Matters arising from minutes, if any
- Secretary's report
- Treasurer's report
- Training officer's report
- Diving officer's report
- Social Secretary's report
- Election of officers
- Motions which have been presented in due time to the secretary
- Any other business
- Membership There shall be the following categories of membership, and the
subscription shall be fixed by the Committee of Management.
- Full membership - for which any person of the age of 15 or over shall be eligible, subject to the successful completion of the Entrance Swimming Test
- Associate Membership - for which any person shall be eligible, but which shall not entitle such a person to participate in swimming activities
- Junior Membership - which will only be available to children of adult members
- Life Membership - as an award for outstanding merit, a two-thirds majority of the Management Committee may bestow on any member the title of 'Life Member of Harrow Sub-Aqua Club' which shall entitle that person to be regarded as a fully paid Life Member of the club. Life Members shall be entitled to stand for election to any office in the club, but shall have no privileges other than the exclusion from payment of the club's subscriptions and they shall not have any voting rights at any General Meeting.
- Suspension The committee may by a two-thirds majority of all members thereof, suspend or require the resignation of any Club Officer or Ordinary Member and failing compliance with any such request, within 7 days thereof, such officer or member shall be deemed to have resigned, provided that before requiring the suspension or resignation of any officer or member the committee shall give such officer or member the opportunity of appearing before the committee, of hearing the reasons for the proposed suspension or request to resign and of addressing the committee in answer to such reasons, and provided further, that any officer or member so suspended or required to resign shall if he desire, be permitted to address the next Annual General Meeting.
- Diving Charges These are the contributions towards the cost of the diving trip.
A club dive is one where at least four fully paid up members are present. A
fully paid up member is one who has paid (a) in section 5 of the Constitution
and Rules of Harrow Sub-Aqua Club. The total cost of the diving trip including
petrol, oil and other costs incurred will be totalled. The total number of
dives made will also be totalled. These two figures are then divided to give a
cost per dive.

The cost to each member is then calculated by the number of dives they made during that trip. - Auditors Auditors should be appointed at every Annual General Meeting for the following year. The auditors must be fully paid up members who are not serving on the committee. Two auditors must be appointed unless one is professionally qualified. The committee may appoint an auditor if a vacancy occurs during the year.
- Interpretation The Management Committee shall determine any question as to the interpretation of these rules, and may rule for any occurrence not otherwise provided for in these rules.
